Overview¶
FBI 案卷 62-HQ-83894 是 1947-06 至 1968-07 期間 UFO 的 FBI 內部紀錄。Section 10 是這個案卷的最後一卷，集中收 1966 年代後段的剪報與書信往來。

1966 Hillsdale UFO 剪報：Hynek 沼氣 + Ford 國會調查¶

「No Threat」段：

The main conclusions reached by the Air Force were: • "No unidentified flying objects reported, investigated and evaluated by the Air Force have ever given any indication of a threat to our national security." • "There has been no evidence submitted to or discovered by the Air Force that sightings represent technological developments or principles beyond the range of present day scientific knowledge." • "There has been no evidence which has been categorized as unidentified are extraterrestrial vehicles."
「Project Blue Book」段：

Every report of a "flying saucer" that ostensibly had been checked out by the Air Force's special squad known as "Project Blue Book," although the staff was woefully small. Of the 10,147 sightings since 1947, the Air Force insists that only 666 remain unexplained — and most of these because of insufficient information. The others have been attributed to planes, balloons, astronomical causes, missiles, swamp gas, meteors, fireworks and, in some cases, to hallucinations and psychological reasons.

The Air Force announced that it had commissioned the University of Colorado to conduct an "in-depth" study of flying saucers for the next 18 months. The director of the study (expected to cost $300,000) would be Dr. Edward U. Condon, former director of the National Bureau of Standards, and now a physics professor at Colorado.

文章後半描述 von Braun 1965 年訪荷蘭 + 與荷蘭女王 Queen Juliana 對話的經歷：
「On Friday May 22nd, I received an invitation from the manager of the City Theatre in downtown Amsterdam, to attend the première of an Italian film, Death Comes From Outer Space.」
「The death that came from outer space was a gigantic asteroid travelling at terrific speed directly toward the earth. This asteroid was formed from all the debris blown into space by our atomic and hydrogen explosions. The people of the Earth were in a panic, for they were warned that at any moment it could hit our planet and cause complete destruction.」
雜誌右下角的 Komarov 紀念框：「UFO CONTACT WISHES TO OFFER ITS DEEPEST SYMPATHY TO THE FAMILY OF A BRAVE SOVIET PIONEER - COSMONAUT VLADIMIR KOMAROV WHO DIED ON A SPACE VENTURE, APRIL 24th, 1967.」
Komarov 是 1967-04-24 蘇聯 Soyuz 1 任務降落傘失靈死亡的太空人，是太空時代第一位殉職的人類。雜誌出版時間應在 1967-04 之後，可能 1967-1968 期間。
分析¶
Hoover 信件的官方姿態定型了 FBI 對 UFO 的後續處理。
「FBI is strictly an investigative agency, neither makes evaluations nor draws conclusions」這句話在 1966-09-06 之後成為 FBI 對 UFO 詢問的標準回覆模板。它的物理意義：FBI 不研究 UFO，但會記錄民眾通信。對通信者而言，這是「您的信我們有收到，但不會回應實質問題」。
底部路由欄列了 16 位 FBI 高層，意味即使是這種一句話的標準回覆也要層層送達高層信箱。FBI 1966 年的處理規格：UFO 民眾來信屬於高敏感度等級。
Hillsdale 沼氣解釋是 J. Allen Hynek 公開職業生涯中最大的轉折點。
1966-03-21 Michigan Hillsdale College 附近女生宿舍對面沼澤地，多位學生看到光點。Hynek 1966-03-25 召開記者會，給出「swamp gas（沼氣）」解釋。媒體大量報導他的解釋，UFO 圈罵聲一片。
1968 Condon Report 發表後，Hynek 對 Air Force Project Blue Book 失去信心。1973 年他脫離空軍立場，創立 CUFOS（Center for UFO Studies）成為民間 UFO 研究代表。
剪報中提到的 Condon Report（1968-11 完成，1969-01 公開）是政府委託研究 UFO 的最後一份正式報告。Condon 結論：「進一步深入研究 UFO 不會帶來科學進展。」Air Force 1969-12 依此關閉 Project Blue Book。
換句話說：1966 年的這份剪報實際是 Air Force UFO 研究即將終結前的最後高峰時期。
von Braun 在《UFO Contact》雜誌的脈絡有點微妙。
文章本身是純科學與宗教論，von Braun 從未在任何公開場合提及 UFO。他 1969 年是 NASA Apollo 計畫關鍵人物（Saturn V 火箭主設計師），那篇文章中他自稱「George C. Marshall Space-flight Centre 主任」。他在 1969-07-20 Armstrong 登月之後不久卸任，1972-06 退休離開 NASA。
雜誌《UFO Contact》是民間 UFO 通信組織 ICUFON（International Committee for the UFO Phenomenon）出版品，發行人 Carol Hanlon Rosin（後來自稱 von Braun 晚年發言人，這個身分聲明在 von Braun 死後也未獲家屬證實）。
雜誌同期登荷蘭 Queen Juliana 接見 UFO 接觸者的長文。等於替整本雜誌借了登月主腦的光環。
FBI 把整本雜誌剪進案卷時沒做區分。讀的時候要把雜誌脈絡跟 von Braun 本人立場分開看。
Hoover letterhead、簽名、Bufiles 附註欄與其他公開卷一致。von Braun 文章可在當期雜誌存檔對應。Hillsdale swamp gas 是 Hynek 親口提出的公開歷史。
Bufiles「無紀錄」是常見 boilerplate 回覆，不必然代表 FBI 真查過該組織。FBI 為什麼把《UFO Contact》這類民間雜誌剪進案卷？卷內沒有經辦人簽收章，動機不明。
